MAMPUKAH SUBAK BERTAHAN? STUDI KASUS KETAHANAN SOSIAL KOMUNITAS SUBAK PULAGAN, GIANYAR, BALI

Abstract

Most of literature on Subak studies emphasize on the nature of Subak management system rather than its dynamic respond to contemporary social change. However, this article focuses on how Subak community respond to the rapid social change namely massive tourism industry and water shortage. Based on the case of water dispute between Subak Pulagan and PDAM Gianyar, the author argue that the amplification of cultural and symbolic recognition is an effective strategy for bargaining position in the conflictual relation in order to preserve Subak existence. The research method is case study through fieldwork, interviews, and observation.

ABSTRAK


Sebagian besar literatur dalam studi tentang Subak menekankan perhatian terhadap sistem pengelolaan subak daripada respons komunitas tersebut terhadap perubahan sosial kontemporer. Akan tetapi, artikel berikut ini fokus kepada ketahanan sosial komunitas (community resilience) Subak Pulagan dalam merespons cepatnya perubahan sosial yang terjadi, yakni pesatnya industri wisata dan krisis air. Berdasarkan kasus yang terjadi pada sengketa air antara komunitas Subak Pulagan dengan PDAM Gianyar, penulis berargumen bahwa amplifikasi terhadap rekognisi simbolis dan budaya merupakan strategi yang efektif dalam menjaga posisi tawar dalam relasi konflik sehingga mampu menjaga kelestarian eksistensi Subak. Metode penelitian ini menggunakan studi kasus melalui kunjungan lapangan, wawancara, dan observasi.
